Employment Support Programs for Job Seekers
The National Employment Agency (NAE) of the Republic of Moldova offers a comprehensive range of support programs for unemployed persons registered at the Regional Employment Agency. All programs are based on Law No. LP105/2018 of June 14, 2018 on Employment Promotion and Unemployment Insurance and are available at the national level.
The general eligibility conditions for all programs are: registration at the Regional Employment Agency; no other source of income (disability pensions and social benefits are not counted); at least 12 months of work and/or social insurance contributions paid within the last 24 months; and willingness to accept suitable job offers and/or actively participate in supported employment programs. Persons with disabilities may register even without a work record, provided they have a work permit from the Medical Labour Commission.
The Unemployment Benefit is paid for a period of 5 to 9 months depending on the length of the employment record, or in cases of enterprise bankruptcy or other qualifying conditions.
The Financial Assistance for Professional Training and On-the-Job Training covers: course fees, a monthly scholarship of 15% of the national average monthly wage (NAMW) of the previous year, housing allowance of 20% of the NAMW per month of accommodation rental, and travel expenses for those attending training courses in a location other than their place of residence.
The Professional Internship lasts up to four months and aims at acquiring practical skills within an enterprise. The employer receives a monthly subsidy of 30% of the NAMW, while the unemployed person receives a monthly scholarship of 15% of the NAMW, a housing allowance of 20% of the NAMW per month, and travel expenses where applicable.
The Job Subsidization Program supports employers who hire unemployed persons for a fixed term of at least 18 months, by providing a monthly subsidy of 30% of the NAMW for six months per each hired unemployed person. This program specifically targets unemployed persons in need of additional labor market support, including: young people aged 16–24 from low-income families, orphans, and those without parental care; persons with disabilities; persons aged 50 and over; persons released from prison; victims of human trafficking after psychological and social rehabilitation; persons recovering from drug or psychotropic substance use after rehabilitation; victims of domestic violence; and other categories at risk of social exclusion as defined by law or the Government.
