Flere muligheter for gründere med funksjonsnedsettelser i Øst-Europa og Sør-Kaukasus

DISENEX+East er et prosjekt som bygger videre på grunnlaget fra det vellykkede DISENEX-initiativet og utvider rekkevidden til landene i regionen for det østlige partnerskapet. Vårt mål er å styrke mennesker med funksjonsnedsettelser i Øst-Europa og Sør-Kaukasus slik at de kan realisere sine gründerdrømmer — gjennom tilgang til kunnskap, praktiske verktøy, inspirerende historier og grenseoverskridende ekspertise.

Vår visjon

Selv om landene i regionen for det østlige partnerskapet har ratifisert FNs konvensjon om rettighetene til mennesker med nedsatt funksjonsevne, står de fortsatt overfor betydelige strukturelle utfordringer: begrenset tilgjengelig infrastruktur, få rådgivnings- og finansieringsmuligheter og utilstrekkelig sosial aksept. DISENEX+East ble opprettet for å møte disse utfordringene — og for å inspirere til endring.

Vi mener at sosialt entreprenørskap er et av de mest kraftfulle verktøyene for inkludering. Det gir mennesker med funksjonsnedsettelser en trygg plass i det åpne arbeidsmarkedet, økonomisk selvstendighet og en sterkere stemme i samfunnet.

Hva vi har oppnådd

Motivasjonsfilmer

Vi intervjuet gründere med funksjonsnedsettelser i partnerlandene — mennesker som har bygget bærekraftige virksomheter fra grunnen av. Historiene deres dannet grunnlaget for 21 motivasjonsvideoer, hver med undertekster på partnerlandenes nasjonale språk. Disse filmene er laget for å inspirere andre og bidra til å endre samfunnets holdninger til funksjonsnedsettelser og entreprenørskap.

Åpne læringskurs

Det er en utfordring å finne egnede opplæringstilbud for mennesker med funksjonsnedsettelser. Derfor undersøkte, vurderte og kuraterte vi 32 fritt tilgjengelige kurs og læringsprogrammer — vurdert ved hjelp av en kompetansematrise basert på EntreComp-rammeverket, supplert med kompetanser som er spesielt relevante for mennesker med funksjonsnedsettelser. Mennesker med funksjonsnedsettelser deltok direkte i evalueringsprosessen. Alle kursene er gratis tilgjengelige og oppført på denne portalen.

Juridisk analyse

Våre partnere analyserte de juridiske rammene for å etablere og drive en sosial virksomhet i hvert partnerland — inkludert tilgjengelige selskapsformer, økonomiske og administrative støtteordninger og relevant lovgivning. Resultatene publiseres her gratis for å hjelpe kommende gründere med å orientere seg i sitt lokale miljø.

Metodikk og retningslinjer

DISENEX+East bygger på metodikken som ble utviklet under det opprinnelige DISENEX-prosjektet. Den analyserer kompetanser og verktøy som trengs for å etablere en virksomhet på en vellykket måte, minimumskravene til effektive støttestrukturer og måter å fremme motivasjon og læringsvilje på.

Hva vi fant ut

Arbeidet vårt avdekket viktige innsikter for både beslutningstakere og sivilsamfunn:

  • Med unntak av Moldova hadde ingen av partnerlandene en egen juridisk form for sosiale virksomheter på tidspunktet for studien — noe som begrenset omfanget av støtteordninger tilgjengelig for gründere.
  • Mange eksisterende opplæringsprogrammer er ennå ikke tilgjengelige for mennesker med funksjonsnedsettelser og må tilpasses.
  • Sivilsamfunnet spiller en viktig rolle i å drive frem lovmessige fremskritt innen inkludering — men statlig innsats må bli mer systematisk.
  • Temaer som tilgjengelighet, sosial støtte og videreutdanning for mennesker med funksjonsnedsettelser krever tettere samarbeid mellom sivilsamfunn, eksperter og myndigheter.

Vårt nettverk og vår rekkevidde

Prosjektet samlet sivilsamfunnsorganisasjoner fra hele Øst-Europa og Sør-Kaukasus, bygget nye partnerskap og muliggjorde utveksling av ekspertise på tvers av landegrenser. Prosjektresultatene ble presentert på internasjonale konferanser, blant annet Extrability 2021 og Archipelag 2121.

Innholdet vårt genererte over 42 000 visninger på Facebook og flere hundre på Instagram — og spredte budskapet om at funksjonsnedsettelse ikke er noen hindring for entreprenørskap.

“Agate” Rights Defense Center for Women with Disabilities NGO was founded in 2007 with a mission to promote the civic, social-economic, educational, healthcare and cultural rights enforcement of young girls and women with disabilities in the Republic of Armenia through advocacy, information dissemination, awareness raising and collaboration. The objectives of the organization are: Promote discrimination elimination and violence prevention against girls and women with disabilities Promote and ensure an accessible environment in Armenia. Promote healthcare and rehabilitation service accessibility and quality improvement provided to girls and women with disabilities. Promote and ensure accessible and quality primary, secondary, graduate and postgraduate education for girls and women with disabilities in Armenia. Promote social and economic independence of girls and women with disabilities. Promote political and civic engagement and participation of girls and women with disabilities. Association “Anika” (Georgia) is one of the leading disabled people’s organizations in Georgia, founded in 1997 and till then mainly focuses on protecting rights of Disabled people and their integration into society. Association Anika has implemented a lot of projects and programs, which supports PWD’s harmonious and complete development, public awareness campaigns and PWD rights advocacy. Association Anika is one of the first organizations who has initiated inclusive education. Mission: Our mission is to create equal opportunities and conditions for people with disabilities in order to ensure a dignified and independent life. “By the Owl” (Belarus) is a foundation that has been in charge of several projects in the field of social inclusion for people with different types of disabilities since it started operating in 2018. It is financed through crowdfunding and donations. At the moment the foundation is developing several important projects, one of which is the training platform sova.by. The resource specializes in distance learning for people with disabilities in various areas. The main purpose of this project is to provide people with disabilities with an opportunity to socialize and find a job in the future. The Foundation also develops an information resource job.sova.by, which collects vacancies available for people with disabilities. At the moment a mobile application is being prepared for launch and the website is being rebranded to improve its functionality and add an accessibility option for visually impaired people. Another area of the Foundation's work is the 'No Limits' project. http://sova.by/
Association “MOTIVATIE” from the Republic of Moldova (hereinafter MOTIVATIE) is a non-governmental, independent, non-for-profit, apolitical organization located in Chisinau, Republic of Moldova. It was founded by a group of volunteers of the Centre of Information and Documentation on Children's Rights from Moldova, with the support of the Motivation Foundation from Romania and the Department of Child's Rights Protection of the Chisinau City Hall. MOTIVATIE was registered on January 22nd, 2002 at the Ministry of Justice of the Republic of Moldova under the registry number 2079 and has 20 years of experience working with and for people with disabilities (PwD). MOTIVATIE’s members are PwD and their families, as well as professionals working with this target group (central and local public authorities, civil society organisations, students, volunteers etc.). Overall, MOTIVATIE works with and for PwD through improving their life quality, promoting their rights, developing quality services, as well as changing the society’s attitude towards PwD. MOTIVATIE’ s activity is based on the Strategic Plan for 2018-2022. MOTIVATIE’s vision: There are no PwD; there are societies who make disabled environment, who create barriers for people with different needs. The disablement lies in the construction of society, not in the physical or psychological conditions of the individual (Simon Brisenden, 1986). MOTIVATIE’s mission is to improve the life quality of PwD and achieve their social equality through inclusion. MOTIVATIE’s values: - Transparency and reliability with service users, partners and development partners; - Optimism, perseverance, cooperation and innovation within teamwork; - Active involvement of services users and volunteers within the organization’s activity; - Continuous professional development of team members. The Association has developed numerous programmes and services that more than 2000 PwD have benefited, including vocational guidance services, support for further professional studies, supported employment programme, monitoring and ensuring the right to accessibility etc. The association has created and empowered initiative groups in regions, consisting of PwD, who currently claim their rights and monitor their compliance at the local level. Thus, the main services offered by MOTIVATIE are: - Supported employment of PwD; - Promotion of social entrepreneurship; - Consultancy in accessibility of buildings for PwD; - Promotion of civil society engagement, voluntary work and community development etc. MOTIVATIE established excellent working relations with the important development partners such as GIZ, IM Swedish Development Partner, UN Women Moldova, UNICEF, USAID, EU Delegation, DFID (UK), TIKA (Turkey), Soros Foundation-Moldova, East European Foundation etc. MOTIVATIE is the member of the European Association of Service Providers for PwD (Brussels) and the co-founder of the Alliance of Organisations for PwD (AOPD Moldova). From 2002 to the present time, the MOTIVATIE has contributed significantly to the social and labour integration of PwD, as well as the assurance and promotion of their rights. "Everland" (Russia) was founded in 2014 and is leading an ambitious project to create a common space for people with disabilities in order to promote equal opportunities in the social, professional and entrepreneurial fields. As part of the project, a digital teaching platform was developed with blended learning courses tailored to the needs of those affected in the fields of design, content, web development, internet marketing and law. "National Assembly of People with Disabilities of Ukraine" (NAPD) is a public association of 126 organizations of people with disabilities from all regions of Ukraine. The purpose of NAPD is to coordinate actions and consolidate efforts to improve the situation of people with disabilities, promoting the protection of their constitutional rights and increasing the role and social status in society. NAPD has a Special Consultative Status at the United Nations Economic and Social Council (ECOSOC). The main tasks are the implementation of programs aimed at supporting employment and employment of people with disabilities, including creating conditions for the development of social entrepreneurship. http://naiu.org.ua/
“White Cane” (Russia) is a non-profit organization founded in 2010 by people with visual impairments. The partner finds new approaches to social rehabilitation and reactivation through engaging representatives of different social groups in inclusive interaction: people with disabilities, people overcoming addictions, elderly people, etc. Mission of organization: To create a world, where the abilities of the highest level – extrability – can be realized.
